A leaked document from a UK government department claims that vaccination passports could be counterproductive, costly and even promote the spread of COVID-19, based on research findings.

The Department for Digital, Culture, Media and Sport (DCMS) impact assessment, obtained by The Telegraph, calls vaccination passports “counterintuitive and potentially counterproductive.” The biggest concern expressed in the report is that the passes could drive people away from larger venues and towards smaller ones. While larger venues like stadiums offer more outdoor space, smaller clubs and bars tend to be poorly ventilated and people are less spaced out.

“There is the potential for displacement between live event venues and pubs,” says the document, dated early September. “A key concern for the sector is that certification could shift activity and business from music venues to pubs with music and late night alcohol licences etc, which could be counter-intuitive and potentially counter-productive,” the document continues. There is an ongoing political debate in the UK over what is known as Plan B, which proposes tougher measures to stop the spread of COVID-19. The plan could introduce some new rules, such as making it compulsory to wear masks in certain areas, encouraging home working and introducing vaccination cards.

A half-billion loss?

If the government introduces vaccination cards under Plan B, proof of vaccination will be required in nightclubs, indoor venues with more than 500 patrons, outdoor venues with more than 4,000 patrons and all other venues with more than 10,000 patrons.

The DCMS document said that venues with a capacity of more than 10,000 people would need to have about 5,700 additional staff on site to confirm proof of vaccination. The report expressed concerns about whether large stadiums would be able to hire such a large number of additional staff.

The assessment also estimated that financial losses for the affected venues could range from £345 million ($476 million) to £2.067 billion ($2.85 billion) should vaccination cards become mandatory.

Vaccination passes also bring benefits!

The Telegraph newspaper quoted a DCMS spokesman as saying there was “no evidence that businesses will be affected by lower attendance if the certification is used, as various venues already use them throughout the year on entry”.

The spokesman also highlighted the benefits of vaccination cards, should they be introduced. “There is good evidence that certification would have a positive impact on infection rates and it would also avoid the need for capacity restrictions or closures,” it said.

Numerous health boards across England have called on the government to activate Plan B amid fears of a spread of COVID during the winter months.

Passes only in an absolute emergency

“Plan B is as published in the fall and winter plans and this document does not represent government policy,” the DCMS spokesman added. “We have always made it clear that we would only implement Plan B if there was evidence that the NHS was coming under unsustainable pressure.”
